Key Duties & Responsibilities

 

  1. Operational Leadership - You will manage and oversee core HR operations including recruitment, employee relations, payroll, HR compliance, performance documentation, and policy enforcement. This role requires someone who is hands-on, detail-oriented, and ready to "roll up their sleeves" to resolve daily HR matters swiftly and effectively.

 

  1. Strategic HR Implementation - Collaborate with the Head of HR to implement institution-wide HR systems, new policies, and organizational initiatives. You will help align HR strategies with University’s long-term vision particularly during periods of institutional expansion.

 

  1. Talent Development & Succession Planning - Design and manage comprehensive training, upskilling, and talent development frameworks. Work with departments to identify high-potential talent and create robust succession plans for key roles.

 

  1. Compensation & Benefits Oversight - Develop and maintain competitive compensation structures and benefits programs. Ensure regulatory compliance and administer performance-based rewards and incentives.

 

  1. Performance Management - Drive University’s performance management cycle, including appraisal processes, feedback systems, and continuous improvement initiatives.
Type
  • Minimum 12 years of HR experience, including 5+ years in a managerial role
  • A postgraduate degree in Human Resources or a related field (or equivalent experience)
  • Strong operational HR skills – must be ready to handle day-to-day challenges independently
  • Strategic capability – able to translate institutional priorities into actionable HR initiatives
  • Prior experience in the Higher Education sector is highly advantageous
  • Sound understanding of University’s (FR, APC, TPC), MOHE (Teaching Permit), Employment Act 1955, and PDPA compliance
  • Excellent command of English, strong interpersonal and reporting skills
  • High integrity, maturity, and discretion when handling confidential matters
